Two guys in Saradush tavern

Two guys who accost the serving wench in Saradush tavern. When you speak to the one who is closer to the exit, his dialogue indicates they should both go hostile; instead, only his comrade does. The guy you've asked to leave the girl alone in the first place does nothing.

 

(Fixpack v4 Core installed, forum/documentation search doesn't seem to have anything on this).

I'm not seeing what could cause this; both sarbul06.bcs and sarbul07.bcs check the same area variable for their Enemy() actions.
