2E -> 3E Conversion Question

I have a question about general conversions from 2E to 3E. Do the number of HP for a monster stay about the same? How about a party's general level at the same point in a similar campaign?

 

I'm asking because my party's level is lower in the IWD2 conversion, and I think I'm about 1HD low for the Yeti's in the Vale. It would probably be okay if both scaled up together. I could probably do this by increasing the challenge rating of the Goblins right before Kuldahar.
