How do I fix this dialog problem during a game?

Terminsel spawns but i can't talk to him, says he has nothing to say 2nd time.

(he already came once with the letter blowing in the wind dialoge)

Underepresented Items

In that order.

 

 

Any help on how to fix these problems myself would be really nice. I don't want restart this game. And I'd like to know how to go through the editors and attempt to fix them myself since i want to start trying to learn how to mod too.
