Unnerfed thac0 and true grandmastery: affects NPCs?

I know I read somewhere that True Grandmastery un-nerfs it for both players and NPCs, so you have to consider that before installing it.

 

But what about the un-nerfed thac0 tables? Is thac0 "hard" assigned to NPCs, or is it extrapolated from factors like level and strength, like with players?

 

They have pretty high thac0 end-game as it is...

AFAIK base THAC0 is assigned. So changing the tables won't affect non-party members, though they do get bonuses from strength and weapons.
