I've completed the quests given by him and there's nothing else I can say to him. He says thanks for the assistance and that's it, any idea why? Human female PC, reputation 20 (perhaps she's too good for him? )

I recall that you are given exactly one opportunity to flirt with him, as you acquire the guild/complete the task. If you miss it, it's gone.
