I'm thinking it's one of those relics that got copied from the PnP resources but is only applicable to turn-based combat (and therefore not the IE games). Link to comment

Speed Factor actually is Initiative, as it determines when attacks are made within the round. I haven't tested if haste really improves it by 2, though if it works similarly to improved haste (which compresses the round duration by half) it may well do something like improving the initiative.
