Second quest

Where exactly in the Government does it trigger? I've looked all around and in most of the buildings but I can't see anyone that isn't normally around. I have already killed the bounty hunters in the Windspear Hills and the Docks and I think that's meant to be the end of that quest.

After an amount of time, a man named Amarant should accost you somewhere in Athkatla. I don't think it actually has to be in the Government District, although the next stage of the quest will take place there...
