Viconia not spawning in Peldvale

So I go to peldvale and I go to the spot where I usually find Viconia and she isn't there. I explore pretty much the entire top left quarter and still can't find her. Anyone have any ideas?

 

I have the following mods installed:

Easytutu

Tutufix

BG2 Tweak pack

NPC project

SCS 1

mini quests/encouners

sirines call
