2DA Rule Files and "monsters"

Do changes to the rule related .2da files like thac0, and the 2 weapon specializations .2das affect monsters as well? Specifically classed NPC monsters? Or is their thac0, attacks per round, set in the .cre file itself, and not derived from its class level as a PCs is?

Can't say about ApR, but Thaco (i think) and saves get in line with the rules after level-up. Till then they may be different, whatever is set in their cres.

Bonuses from weapon specialization, bonuses from strength and dexterity, etc. affect NPCs.

Things from levels - like basic thac0, basic amount of spells, basic number of attacks, basic number of HP (with condition modifier), etc. are set in the .cre file.
