Annoying stuttering problem

Is there a way to remove the stuttering of the PC? The animation of the other characters are smooth and look very good (so is the animation of PC when he gets up from the table on the mortuary) but when the PC runs (and when he walks but to a lesser degree) the animation looks very jerky, so is scrolling of the camera. Can someone give me an advice regarding this matter, please!

I've changed some values in the ini file as shown in this link (Step 2 is the one where it says to change the values)

I am also having the same problem, when using the Widescreen Mod.

 

I have the GOG.com version, which comes with the .ini fixes.

 

When running the Widescreen Mod it works, but scrolling the mouse, or moving characters makes the game stutter and lag.

 

Without widscreen it runs perfectly.
