Forcing a will surge on hit

I'm creating a creature coming from limbos, and i would like that when he hit a target, this one made a wild-surge jet. Even if it is not a mage.

Is there a way to do this ?

But to immediately hit someone by a wild surge?

Probably the easiest way is to find all WM spells you want to be possible, then create a single spell with disjunct percentages to cast the WM spells on the target.
