Missing file on Smarter Priests install

I'm doing an SCSII installation on a complete vanilla BG2 install for testing (and diffing) purposes. The earlier issue with reading 0KB resources is fixed thanks to Jarrno's post in the pinned thread. However, I'm getting this error when I attempt to install the Smarter Priests component (all 3 options do this).

 

ERROR Installing [Priests only cast short-duration spells instantly at start of combat if they are created in sight of the PC], rolling back to previous state

I notice in the BG2 Fixpack documentation that this file, among many others, is added. Is there any way at all that I can complete the installation of this component without the fixpack? If not, I guess I'll have to standardize the presence of the BG2 fixpack across all installations.
