I thought it was in delosar inn but it's probably a wrong memory because I didn't find her there.

Old question and late answer, but just in case anybody misplaces her in the future: when removed from party Amber goes to Five Flagons Inn.

So I've been wandering around the promenade and slums and a bit of the docks but am unsure on where to find amber. I could be just stupid but any help would be great. Not sure if anyone pays attention to this mod anymore but I sure hope so.

You've probably figured it out by now, but in order to recruit Amber, you need to travel a bit throughout the city first. Checking out the Bridge, Docks, Govt, and Slums districts will eventually spawn a couple of kids talking in the street, whose conversation will lead you to her. Not sure the exact areas you need to check out, but almost every time I've seen the encounter, it happened in the Slums, if that helps.
