It's likely that there's something missing in the are files actors reference, if you read the text and count the bits, you can't actually put 24 bits inside 4 byte space(dword, 4*4=16), as it requires at least 6 bytes to do so, and you can actually see this in Near Infinity too, as it reserves the full 32 bit space to do this business.
