"Allow Arcane Spellcasting in Armor"

Does this tweak apply to all armor/characters? That is, if a NPC or monster is wearing armor and tries spellcasting, is there a chance of failure?

It adds a miscast effect to the item itself, so yes, anything using armor should be subject to the casting failures. However, very few arcane casters use armor in the game, so it's unlikely you'll see this behavior ingame.

 

One exception is Mae'Var. Mae'Var was coded as a Conjurer>Thief dual-class, but he was never able to use his casting ability due to wearing studded leather. By nature of studded leather no longer disabling spellcasting, you'll find that Mae'Var will now have a few new tricks--though he remains subject to the miscast penalty.
