Shopkeepers Have Limited Identification Ability Problem

I installed the mod with Limit Ability of Storekeepers to Identify Items -> Only Mage and Bard Storekeepers Can Identify Items: v9 and I've yet to find a merchant who can identify ANYTHING at all. Looking through the stores with NearInfinity I see that all of the stores have zero lore- is this the reason I cannot get anything identified and if so why set them all to zero in the first place?
