HLA Excluded_By

Why would an HLA be excluded_by itself?  An example for illustration:

11      GA_SPCL922     *          *         1         99         1            *            GA_SPCL922    *

The 2nd GA_SPCL922 is in the excluded_by column.  I just can't come up with a reason for that.  Anyone know?

EDIT: This is straight from the ranger HLA table, btw

EDIT 2:  Never mind, it was explained to me that it's so if a character can get the ability via 2 different high level classes that they can only actually get it once.
