Alter Mage/cleric/bard/druid Spell Progression Table

Is the point of this tweak to buff the player? Or is it to make the spell progression more rewarding? I don't understand if I should install it or not.

To buff the player a little bit. But if you have SCS, they get the added spells too.

I've looked at the tables, and they really don't have any differences until after level 25 or so. So don't expect to see much difference until TOB, if at all.
