Changing the class of all npcs

I would like to tweak the classes of all npcs. I would start with Anomen, by making him a level 9 berserker, then dualing him to cleric.

Is there anywhere a mod that allows that? Even one that "forces" you to go through all the nth level up screens, until you reach level 11 (so for example, if anomen is level 11, you go straight for 11 level up screens).
