TOB communication options

So made it all the way to TOB.  LT is now set at 71.  Got the ring but looks like everything has ended.  All communication options are gone save "I feel uneasy".  So far just started TOB and I in Saradush (dungeons) but have not made it out.

Am I missing something.  RA is still set at 1.
