I'm pretty sure the developers intended for the simulacrum to be permanently 60% of the caster's level, not 60% of the caster's level until someone casts Restoration on it. (Of course, that only matters if you think what the developers intended matters.)

The only way to do a full replication in-game is via a clone spell, and that not only takes months and special preparations, but involves a duel to the death between the clone and caster in the end.
