Can you activate command console after installing mods? Can't find .Lua now

I installed the stratagem mod but can't find .Lua to add debug mode. Must it be done first?

The baldur.lua is in the Documents\Baldur's Gate Enhanced Edition folder, where your save files are. It's not in the installation folder where you install mods to.
