BG 2 ee patch 2.6 seems to be stopping multiple strongholds

I've spent weeks trying to find out which of my 50 plus mods was blocking the CDTWEAKS - multiple stongholds options, from installing. On reaching that option the installation would start, then the message, 'this component is incompatable with another mod already installed.' or similar wording would appear.

I checked and removed the mods one at a time. Until I just tried a clean install, no mods. The same warning message.

However when I check the WEIDU log - it says CDTWEAKS/SETUP-CDTWEAKS.TP2~ #0 #1160 // Multiple Strongholds [Sabre, Baldurdash, Weimer] -> No restrictions: v16

Does it mean that it has installed but the late version is maked the warning message appear?

Also is there a way to access multiple strongholds in game without the mod if required?

As far as I see, the two options of the component "Multiple Strongholds" has no such restrictions.

The following component "Make Individual Strongholds Available" however cannot be installed if one option of "Multiple Strongholds" is already installed.

I don't understand this question. Without a mod, you cannot access multiple strongholds (therefore the tweak). What do you mean with "if required"?
