Take a look at Cam's Kit Creation Tutorial in the Tutorials board here.

 

Essentially, the CLABXXX.2DA files control the spells given/applied to a member of a kit at each level. So to give a spell you need to signal so in the CLAB file. Beware, spacing is important... Look at the Song and Silence ones for more info.
