2 Rules Changes components not offered on BG2EE

Installing on BG2EE, these 2 components weren't offered during the setup selection process:

1. Remove Intelligence-Based Restrictions on Number and Level of Learnable Spells
2. Cleric/Rangers can Become Proficient with Bows

I do have Dragonspear UI++ installed before ToF, if that makes a difference - since the former removes the Erase Spell UI element per the description.

That's intentional in both cases: other components have already installed them.
