Additionally, the charisma penalty is permanent until death, and not completely permanent, though that may be by design. (Not a great design in my opinion, but I digress) It's not such a well designed or desirable item anyway, even without the drawback, but timing mode 1 in terms of base stat modifications (like CHR) specifically acts as time mode 9 would for most other effects iirc.
