The reasoning was more 'when you dual-class you start again with proficiencies'. (I agree that with strategic choices you can of course nonetheless eventually get two profs this way.)

Purely technically it is mildly fiddly to disable the extra proficiency on dual-classing (as far as the game is concerned you're starting again) but it's certainly doable if people think it's a good idea.

I see it as any other race advantage, which applies once and that's it: that's your gift for creating a character that is human; but I have no strong feelings for either choice in any event.

Humans have the least benefit from their race so it wouldn't break it if they got it for every class.

Can the system handle it? Can you restrict it to one race getting repeated starting bonuses. If it has to be all races it might be broken (if you allow other races to dual) imagine an earth gensai getting 2 AC 1 strength 1 constitution for duelling every time

The system handles it fine. Normally you get your abilities once; the extra proficiency is an exception. (It's handled via the LUA rather than by spell effects.)

I'm more or less persuaded that it shouldn't recur on dual-classing, so this will be changed as of beta 15. (I was wrong about the technical details, it's an easy change.)
