[35.17 BG2EE SoA] Is it intended that the provisions restock the first time you arrive to the Watchers Keep area (AR3000)?

Not a big deal even for someone like me who don't like free meals, as it only happens the first time you arrive there. But anyway... is it supposed to be this way? The Knights of the Vigil give you some grub or something? Cant find anything about it in the readme and can't remember anyone here talking about it. There is no "You have replenished your provisions at the inn." or anything, the provisions just get quietly restocked to the max.

I have about half of Ascension v2.0.28, The Wheels of Prophecy v8.5, most of Stratagems v35.17, and most of Tweaks Anthology v16 installed in that order. I have "Revised resting: resting in the wild uses up provisions" installed but I did NOT install "Revised inn rooms: more expensive, more benefits". Also I edited the stratagems.ini file before insalling so that I can't restock provisions in Strongholds for free and the Sea Voyage to pirate isles also don't restock them.

It's intentional, basically to allow for the SCS component where you start ToB there.
