If by aggressive you mean someone who doesn't beat around the bush if she wants to flirt/kiss/touch/or otherwise come onto you, then yes, she's aggressive. Just does what she feels, mainly.

It would be interesting to have a couple tavern/inn spacific banters or flirts with one or both of the sisters. Buy the girl a drink, get her to open up, and if your so inclined cause an embarressing scene of some sort(bar room drawl, table dancing, etc).

 

I think it has been done before, but buying the romanced sister a gift of some sort might provoke an interesting response which would help or hinder the romance. You see her eying an item of some for as you pass through the pramanade and take initiative.

 

A bit of romantic roleplaying in the Drow city could help to lessen stress. The PC and the romanced sister put a little more effort into pretending to be Drow. You could go in several directions with that one.

I think Inara will definitely be more into the drow role playing. I see Keli trying not to blush too awfully much, however.
