[not a bug] Shapeshifter rebalance breaks shapeshifting?

Installed:

SOA+TOB

TOB latest patch

Baldurdash fixpack

Baldurdash textupdate

 

If I install shapeshifter rebalance from the tweak pack (nothing else) my shapeshifter druid cannot shapeshift anymore. The PC just casts shapeshift werewolf then nothing happens. This happens in my current game as well as if I start a new one.

 

Is this a known bug or some kind of incompatibility with Baldurdash?

Shapeshifter rebalancing works by creating a 'paw' in your inventory. When you use the shapeshifting ability, it creates the paw. To actually change form, simply equip the paw as a weapon.
