problems with Cromwell upgrading WK items

I checked the option "Cromwell can upgrade Watcher Keep items". It works well for the Flail of Ages, but the dialogue seems buggy for the Bracers of Blessing, and I paid 10k gp instead of 5k gp. I think there was another item for which he didn't describe what it was but directly told how he could improve it.

Also, instead of the line where Cromwell gives you the item, he starts again the 'welcoming' line.

I noticed that for the SoA items, Cromwell fails to say the line where he gives the item, you must talk to him again.

 

I also checked option 'takes 24 hours', or is it in fixpack?
