Problem with magic license and Gaelan asking prices changes

Ok so I tried to install mods for past few days and when finally started I noticed modifications for increasing Gaelan asking price from 20k to 40k and license for practicing magic from 5k to 10k don't work. Today I did clean BG2 installation and installed only those 2 submods, skipping irenicus dungeon mod and still same problem. Anyone had same problem?
