Assassins no longer initiating conversation

I noticed that the assassin characters at the friendly arm inn and the nashkel inn no longer initiate conversation with you.  Is this intentional or does anyone else have this happening to them?  If I walk up to them and talk to them then they will give their lines and attack me but otherwise I could walk right past them, sleep at the inn and leave without them doing anything.  Seems odd and it's the first time I've ever had that happen in 20 years of playing.  I reinstalled everything and I'm getting the same problems.  Only things I've changed from before is the latest version of Infinity UI and the latest version of SCS.
