Bonus Spells for INT/CHA

1) Is it possible to implement a bonus spell system (like wisdom for clerics/druids) for wizards and sorcerers using intelligence and charsima respectively and if so how?

 

2) Is it possible to restrict spell casting so that one requires 10 + spell spell in the casters main stat like in 3rd edition rules?
