I experience the same problem, but with BG2:EE and EET (both latest version, with BG1NPC v26). Game language is set to en_US. Launching Baldur.exe creates the game process, which uses 100% of a single CPU core, but the window never appears. The process has to be killed. Changing the game language to de_DE, for example, fixes the issue (Google suggests that invalid string entries in dialog.tlk may cause this behaviour, so it appears logical that changing language would help).

Ascension being there can be ignored, the problem happens regardless of its installation. Removing component #10 of BG1NPC resolves the problem.
Oh, and this is probably wholly unrelated to the problem, but I notice that BG1NPC is the only mod in my list that inserts forward slashes into the TP2 path in Weidu.log instead of backslashes. I reckon Weidu probably doesn't care either way, but maybe some tooling along the way does? Some Windows tools do not deal well with forward slashes.
