I updated the bugfix list to point to the database at SHS instead of FW.

Do people generally call "dibbs" on a particular bug to fix, or do you just fix it and let people know? I'm ready to tackle some of these and don't want to step on toes or spend alot of time doing redundant work.

2. Why is there a .txt file saying not to delete it in the backup folder?

Because most decompression programs delete empty files when doing so. That's why you see all those "keepme"-type null files located in the various mod's backup folders.
