Is SCS II compatible with the Oversight mod's Improved Sendai? Will Sendai use oversight's scripts or SCS's scripts?

Short answer: no. Don't use that component of Oversight with any component of SCSII.

 

Long answer:

 

They're not really compatible. Whichever one you install last will be used, although if you install Oversight then SCSII you'll get the Oversight version of Sendai's hit points, AC, resistances etc, with the SCSII version of her script.

 

I don't really recommend installing that component of Oversight with SCSII (in either order) though, because Oversight has a rather old version of Detectable Spells that overwrites a lot of files and will probably make a mess of some of SCSII's scripting.
