Inconsistency between LT20 and Flirt 3

Hello. I think I found an inconsistency between Love Talk 20 and Flirt 3 in Xan's romance.

In the LT20 Xan asks if PC agrees to form a bond with him and then they sleep together (and more seems to follow). But in the Flirt 3 (which happens a chapter later in my case) Xan comes to see PC in her room at night and from the dialogue seems to imply that this is the first time they will sleep together and that this is when their bond is created.

Did I misunderstand the dialogues in LT20?

Is it normal that Flirt 3 comes so late in the game? In the file x#xanlt.d it says "Romantic Scenes depending on Flirts" and "Flirt 3 in the tavern, at rest", so maybe that's my fault because I rarely sleep in inns but I don't know what it means "Romantic Scenes depending on Flirts"...
