The EE FixPack should not have optional components

I mean, in Tweaks Anthology you have things like "Allow Barbarians and Wild Mages to Dual Class" (which seems to simply fix an oversight) and "Make +x/+y Weapons Consistent" and "Make Cromwell's Forging Time Match What he States" and "Friendly Arm Inn Hidden Container Restoration." Those all seem a lot like fixes to me. But they are deemed tweaks. (Well, one of them is in both a tweak pack and a fix pack, so, you tell me the difference.)

A spurious doubled Hell reward seems about as clear-cut as it could be... and even that gets relegated to a non-core category?

Why would it be clearcut? Maybe the developers have thought to actually make the dialogues with Sarevok more meaningful. It's clear that there is a bug, and that bug is not adding an attribute bonus for the people that used the good option on that dialogue.
