Setting weather to be permanent

The only way to mess with day/night cycles is to advance time. For example, the cutscenes when leaving Candlekeep move time forward to midnight for Gorion's last stand and then move time forward to 6 AM afterward so that it's daytime when you get control back. You can set up triggers to skip daytime; the Time(#) and TimeOfDay(#) triggers let you test for it, and the DayNight(#) action can move time forward.

Then there's the trick that the shade temple exterior uses. It just deactivates the day/night flag, and has artwork that looks like night. When you eliminate the Shade Lord, it gets replaced by a new area that has a proper day/night cycle.
