Currently I only have SoA installed, and should soon be getting a copy of ToB. I have several mods installed for SoA, and i was wondering if i would need to re-install those mods for them to work with ToB and/or continue their content into ToB.

Yes, you need to install those mods again. Installing ToB will replace your dialog.tlk and there's not a chance that the mods will work after that. In fact if I were you I would re-install SoA as well, just to make sure that I'll have a clean start. Remember to install the official ToB patch after you've installed SoA and ToB, before you install any mods.

 

If you're using an old save for you SoA only install it possible that the name and soundset strings of the modded NPCs appear all mixed up when you load for the first time in your SoA+ToB game. Most mod NPCs have a string fixer function for that, which is invoked during gameplay by pressing a key combination (for exampe SHIFT-K for Kelsey) or by choosing a spesific click talk option (Chloe).
