The duergar who gives this quest will do so twice, once for your surfacer form, and again if you speak to him while disguised as a drow, so you get a duplicate of the original journal entry. I had completed the quest, so I'm not sure if it would happen if the quest was still open.

yeah, that's a bug if i understand you correctly.. regiving after it's finished should be fixed.

 

but theoretically, why shouldn't he give the quest twice if you never did it while you were disguised as a drow? i actually think that would be pretty neat.

He'll still mention the quest again (because he doesn't know that your drow and non-drow form is the same person) but only if the Vithal isn't already free.
