Kalah's tent - possible bug?

In the circus tent in Waukeen's Promenade, in the area where you first encounter Aerie as an ogre there are two peasants who are actually orcs (peasants via an illusion). They have a sword that is actually a key to release Aerie. When they attack the party they remain neutral and have no fighting animations.

 

I'm not sure if that's a bug or not... peasants may not have a fighting animation. Still, it seems odd that they would attack yet remain neutral. I haven't played this quest in a dog's age and can't remember if this is simply how the vanilla game had it, or not.

It's not related to SCS II...even in vanilla games it happened.
