I have heard this is a 'typo' sort of error, but aside from that, it prevents installation of the Amber mod

It might be worth while to list all other mods you have installed. I don't know much about this form of programing but it looks like it is trying to find something that doesn't exist (or that it can't find at least), thats typically what happens in parsing errors. If it was a typo then it lies with another mod or everyone would have this issue.....

....errr sorry I probably sound like a know it all, I'll shut up now.

I have no other mods installed, which reminds me, would the tweak pack cause any problems (or fix them) if I were to install it after amber. I've been hesitant to install anything now that I've started playing.

Here is a rough list of the mods installed, too many in truth. I am going to remove them and install in a different order, minus all of the Iron Modder mods. See if that has any effect.

Considering how many mods you currently have installed, I'd make a fresh install of the game itself. If for nothing else, then just to make sure that the override isn't cluttered and that you have a clean dialog.tlk. It isn't a bad idea to take a backup copy of those two (override and dialog.tlk) after you've installed the game and the official patch. Then you can always reverse back to the clean install after a massive uninstalling of mods.

If you still get an error when installing Amber, you can search for action.ids from the backup folders of the currently installed mods. You should be able to locate the mods that have changed the action.ids.

The error message you are getting means that your ACTION.IDS file does not have an entry for SetSequence, which is included with TOB. Since you have TOB installed, the only explanation I can come up with, is that one of the mods you have installed before Amber has either overwritten the ACTION.IDS file with a non-TOB version or for some reason modified it to remove the TOB actions from it. If only I knew which one...
