We have had some problems with spell removal and memorisation not working properly for no good reason, though, so it could be one of them. Sorry. Working out how to get round it is a major reason why we've not released an update in a while. But we are trying. Link to comment

The spell progression pattern means it looks like they should get a level 7 spell when level 13, but actually the first one is not gained until level 14. So if you're level 13 this isn't a bug, just an oddity of the BGII rules. Link to comment

I might suggest to remove all the cleric/druid spell restrictions and make yourself a bunch of spells that restrict spheres by removing the appropriate spells.
