Enhanced Edition item restrictions question

How do item restrictions work in BG2 Enhanced Edition? That is, is (e.g.) Keldorn's armor still restricted to paladins with several of his stats, or is it actually restricted to him?

BG2EE provides effect opcode 319 which can be used to restrict an item to a specific creature. Most (or all?) creature specific items in BG2EE have been updated to use that opcode. Usually with param2=11 (using actor's script name), but there are exceptions.
