Haer'Dalis no valid triggers fix

It resolves a bug with the rescue of Haer'Dalis from the wizard Mekrath. This can be done by either fighting Mekrath or by completing Mekrath's quest. However, if both occurred (and there is an choice in Mekrath's dialog to fight him after completing his quest) there was no appropriate response in Haer'Dalis' dialog if both the quest was completed and Mekrath was dead, Haer'Dalis would be unresponsive, and the quests involving him and Raelis Shai could not continue (nor could he join the group.)
