[v35] Rebalancing of slightly-too-powerful spells: fails install against modded items

Probably not a big priority. Still, this component seems to choke on modded items for some reason, always after the line "Including and running function(s) lightning_bolt_damage"

The three cases I've seen are these:

INSERT_BYTES out of bounds - file is long 1058, point given is 12770
ERROR: [T-HAMM01.ITM] -> [override/T-HAMM01.ITM] Patching Failed (COPY) (Failure("INSERT_BYTES out of bounds"))

INSERT_BYTES out of bounds - file is long 1674, point given is 2202
ERROR: [XSORCS3.ITM] -> [override/XSORCS3.ITM] Patching Failed (COPY) (Failure("INSERT_BYTES out of bounds"))

INSERT_BYTES out of bounds - file is long 1962, point given is 2202
ERROR: [XSORCS4.ITM] -> [override/XSORCS4.ITM] Patching Failed (COPY) (Failure("INSERT_BYTES out of bounds"))

The first one is from Thrown Hammers, and the others from Arcane Treasury, and both seem to be weapons with electrical bonus damage.
