[v35]HLAs not being used

New thread for anterwaare's report that mage/priest HLAs aren't being used.

OK, I can reproduce @Anterwaare's problem. Fixed for v35.1.

As a workaround, install SCS in two bits: up to 'HLAs are innate', then the rest. (Or something similar: what matters is that 'HLAs are innate' gets installed in a different run from 'Smarter Mages'.)

I got it to work on the second try by doing step-by-step install in 2 parts, instead of batch-install. Thanks.
