SCS 35 (New Arcane Spell Component) Causes Launch Error with EEex

As reported, here by Sour, the new arcane spells component was causing launch errors for people using EEex.

It seems important to sort this out.

The priority structure for SCS always has been and always will be “what I feel like at any given time”, so I’m not sure “important” is exactly the right word.
